What is a Notice to Keeper?
A Notice to Keeper is the letter a parking company sends to the registered keeper of a vehicle. Strict legal rules govern its timing and wording — and mistakes are common.

1. Why operators send it
Operators often don't know who was driving. POFA 2012 lets them transfer liability to the registered keeper — but only if they follow the rules exactly.
2. Timing rules
Under POFA Schedule 4, the timing depends on whether a Notice to Driver was left on the vehicle. Where no windscreen notice was issued (for example, many ANPR-only cases), the Notice to Keeper must normally be delivered within 14 days of the parking event. Where a Notice to Driver was placed on the windscreen, the Notice to Keeper must be delivered between 28 and 56 days after that notice was given.

3. Required content
It must specify the parking period, the amount outstanding, an invitation to pay or name the driver, and the exact statutory wording. Missing elements are strong appeal grounds.
