About NCP
National Car Parks (NCP) is one of the oldest and best known car park operators in the UK, running city-centre multi-storeys, station car parks and airport sites.
Charges are usually issued where a payment was not recorded, a pre-paid period was exceeded, or a vehicle was parked outside a marked bay.
How NCP operates
- Payment by machine, app or barrier ticket depending on the site.
- ANPR is used at many barrierless car parks.
- PCNs are issued to the registered keeper where payment is not matched.
- As a BPA member, rejected appeals can be escalated to POPLA.
- App payment history is usually decisive evidence.

PCN process: what to expect
1. PCN Issued
A Parking Charge Notice is issued to the registered keeper, usually with a discounted amount for early payment.
2. Reminder Notices
If unpaid and unappealed, reminder letters follow and the discount is withdrawn.
3. Debt Recovery
The case may be passed to a debt recovery agent, who often add their own fees.
4. Legal Action
As a last step a County Court claim can be issued. It can still be defended on the merits.
