About ParkingEye
ParkingEye Ltd is one of the largest private parking operators in the UK. It manages car parks on private land for retailers, restaurants, hotels and landowners, and issues Parking Charge Notices (PCNs) when it believes a driver has broken the advertised terms.
Almost all of its sites are monitored by Automatic Number Plate Recognition cameras that photograph vehicles entering and leaving. If a charge is not paid, ParkingEye may pass the case to a debt recovery agent and ultimately issue a claim in the County Court.
How ParkingEye operates
- Manages parking on private land under contract with the landowner.
- ANPR cameras record entry and exit times rather than time actually parked.
- PCNs are issued to the registered keeper via the DVLA under POFA 2012.
- As a BPA member, appeals it rejects can be escalated free to POPLA.
- Unpaid charges may be escalated to debt collection and County Court claims.

PCN process: what to expect
1. PCN Issued
A Parking Charge Notice is issued to the registered keeper, usually with a discounted amount for early payment.
2. Reminder Notices
If unpaid and unappealed, reminder letters follow and the discount is withdrawn.
3. Debt Recovery
The case may be passed to a debt recovery agent, who often add their own fees.
4. Legal Action
As a last step a County Court claim can be issued. It can still be defended on the merits.
