About UK Parking Control (UKPC)

UK Parking Control Ltd (UKPC) manages parking on private residential and small commercial sites. Rather than relying mainly on cameras, it uses patrolling wardens who check for permits and issue notices to vehicles on site.

It works largely for managing agents and residents' associations, which means many of its charges are issued to residents, their visitors and tradespeople.

How UKPC operates

Wardens patrol sites and place notices on vehicles.
Permit and visitor scratch-card schemes control who may park.
Notices are followed up with the registered keeper via the DVLA.
As a BPA member, rejected appeals can go to POPLA free of charge.
Unpaid charges may be passed to debt recovery.

Common reasons they issue charges

• Permit not clearly displayed in the windscreen
• Parking outside a marked bay
• Visitor parking without a valid scratch card
• Loading or unloading in a restricted area

PCN process: what to expect

1. PCN Issued
A Parking Charge Notice is issued to the registered keeper, usually with a discounted amount for early payment.
2. Reminder Notices
If unpaid and unappealed, reminder letters follow and the discount is withdrawn.
3. Debt Recovery
The case may be passed to a debt recovery agent, who often add their own fees.
4. Legal Action
As a last step a County Court claim can be issued. It can still be defended on the merits.
